Ranking the AFC South: Who's getting better than Tennessee Titans in offseason moves
The four teams in the AFC South are in the sweet spot together.
All four of the division's quarterbacks are in rookie contract windows, and all four of the coaches are in their first three years on the job. When it comes to program building, this is the moment. The coach's ideas are still fresh. The most important position on the field is locked down for cheap. Until the quarterback extensions come, there's plenty of money to spend building balanced rosters. Now's the time to be aggressive.
The Tennessee Titans embodied that aggression this month, but so did their primary competition. With two weeks of free agency behind us, let's rank how much the Titans, Jacksonville Jaguars, Houston Texans and Indianapolis Colts have improved this offseason.

4. Indianapolis Colts
Indianapolis rewarded receiver Michael Pittman Jr., cornerback Kenny Moore II, linebacker Zaire Franklin and defensive tackle Grover Stewart, among others, with extensions. This didn't leave a ton of financial flexibility to sign big-name free agents.
What's left to do? The Colts need secondary help and probably could use another receiver or tight end to bolster their passing game.
Where do they stand in AFC South? It's tough to know just how good this team is because quarterback Anthony Richardson missed so much time last year. But if he's good enough to be even league average, the Colts could be wild-card contenders.
3. Jacksonville Jaguars
The Jags rebuilt their secondary by signing safety Darnell Savage and cornerback Ronald Darby and made a few big splashes in receiver Gabe Davis and defensive lineman Arik Armstead. Franchise-tagging linebacker Josh Allen doesn't hurt, either. But Davis is hardly a replacement for Calvin Ridley, now with the Titans, and betting on Darby and Mitch Morse heading into their 10th pro seasons already with checkered injury histories is a bit of a gamble.
What's left to do? Receiver and cornerback aren't necessarily holes so much as they are areas where the Jags seem to be severely lacking star power. The same is true on the offensive and defensive lines, but to a lesser extent.
Where do they stand in AFC South? Jacksonville isn't going to be the best or worst in all too many areas. This makes the Jags a tough team to make projections about. They'll definitely be competitive, but they might be closer to the bottom of the division than the top.

2. Tennessee Titans
Bringing in Ridley, center Lloyd Cushenberry and cornerback Chidobe Awuzie is good business. Running back Tony Pollard probably isn't an upgrade over Derrick Henry, but he's a good fit. As the only team in the division to make a coaching change this offseason, the Titans have had the most upheaval, but most of it has felt productive.
What's left to do? More than anyone else in the division, that's for sure. The Titans still need help at cornerback, linebacker, pass rusher and — crucially — left tackle. The draft is around the corner, but the Titans will need to have an all-time class or make more moves in the open market to address all of their needs by July.
Where do they stand in AFC South? The good news is the Titans are a left tackle (and Will Levis reaching his potential) away from having a formidable offense. But two weeks into free agency, the defense may have gotten worse with the losses of Denico Autry, Azeez Al-Shaair and Sean Murphy-Bunting than it got better because of the additions of Awuzie, linebacker Kenneth Murray and defensive lineman Sebastian Joseph-Day.
1. Houston Texans
Signing Autry and Al-Shaair away from the Titans was savvy. Taking a flier on former top-10 pick Jeff Okudah at cornerback is interesting. Adding Danielle Hunter as arguably the best pass rusher on the market is huge. Throw in an upgrade at running back by adding Joe Mixon, and this has just been a solid offseason.
What's left to do? The Texans need some beef on the interior offensive and defensive lines, and depth in the secondary would do them some good. Lacking a pick until the middle of the second round, the Texans are in the worst position in the AFC South to keep building this offseason.
Where do they stand in AFC South? It's easier to be in the No. 1 spot in these rankings when you have fewer holes to address. The Texans won the division last year and got better, so consider them still the team to beat. But they didn't get so much better that it's time to call the race in March.
