NFL free agency preview: The top 20 overall available free agents

When teams and free agents start negotiations on Tuesday during what is known as the “legal tampering period,” everyone will understand this simple truth: There’s a lot of cap space to be spent, and not enough quality players to spend it on. That’s how we end up with news that Tampa Bay Buccaneers quarterback Mike Glennon could get $14-15 million per year.

It’s not a bad free agency class this year, but a lot of the bite was taken out of it by teams smartly using the franchise tag on key players or players like Cleveland Browns linebacker Jamie Collins signing extensions long before free agency started.
