Franklin has all the tools to become a playmaker in the NFL. He has height, 4.4 speed, reliable hands and is an impressive route runner. As a junior in 2023, Franklin set Oregon single-season records for receiving yards (1,383), receiving touchdowns (14) and 100-yard receiving games (eight). His 81 catches were also second-most all-time by an Oregon receiver. After three seasons and 40 games as a Duck, he finished as the all-time leader in receiving TDs (25) and 100-yard games (11). He also had at least one catch in his last 30 games.

Franklin had the best individual receiving season in Oregon history in 2023 and was named first-team all-Pac-12 and a consensus second-team all-American. He had at least two catches in each of his 13 games, and at least four catches in 12 games. He also had a TD catch in 10 games, including in his Autzen Stadium finale on Nov. 24 against Oregon State when he had a career-best nine catches for 128 yards and a score. Maybe his most memorable play of the season was an 84-yard catch-and-run against Southern California when he caught a pass on a crossing route and blew past several defenders to score untouched.

At the NFL Scouting Combine, Franklin ran the 10th-fastest time among receivers in the 40-yard dash in 4.41, had a 39-inch vertical jump, and went 10 feet, 4 inches in the broad jump. Franklin’s 3-cone drill time of 6.90 ranked fifth among receivers, and his 4.31 time in the 20-yard shuttle ranked seventh.
